This change is not inevitable. But the IPCC report stresses that “All global modelled pathways that limit warming to 1.5 °C … and those that limit warming to 2 °C involve rapid and deep and in most cases immediate emission reductions in all sectors.” This, the report says, will probably demand mitigation strategies that include carbon capture and storage (CCS) for ongoing use of fossil fuels, eliminating CO2 emissions at their source.
